Consistency is more than a prompt repeating an output. It comes from C3's Context plane: the governed context and specification the prototype builds, with the constraints made explicit, so the same input gives the same defensible result. That is Cognitive Intelligence.

Ungovernable → Inspectable

Compliance, Legal, Audit and Security can't sign off a black box. C3's Consent plane records the authority, consent and evidence for every action, audited 100%, not a 5% sample. That is Control Intelligence.

Unpredictable → Bounded

Hallucination and planning drift are uninsurable. Under C3's Consent plane an agent prepares and proposes, a human authorises material action, steps are revocable and drift is detected, with failure caught on synthetic data first. That is Cognitive and Control Intelligence.

Agents are crossing from advice to action, and money is starting to move in new ways. A bank can only embrace that if it stays accountable for every action and sovereign over what it runs on. You cannot be accountable for what you do not control. You already let spreadsheets and macros run your business unseen — an agent built this way is more auditable than the work it replaces, not less. We call that destination Owned Autonomy, and it is a doctrine we build toward, not the whole story.

Architecture, proven before it is built

Most banks choose a platform first and meet the hard parts later. We work the other way: define an independent target architecture and prove the primitives that usually fail before any platform is chosen, so the platform conforms to the architecture, not the reverse. The gap between a week-one demo and production-grade you can guarantee is the whole game, and it is where we start. Our reference architecture for governed human-machine action is Capability, Context and Consent (C3), with Domain Building Blocks beneath it. Because the work is expressed in open standards, ISO 20022, BIAN and recognised control frameworks, what we prove becomes a portable, vendor-neutral working specification you can build with any vendor.

Sailesh Panchal

Sailesh Panchal, Founder & CEO

Sailesh is a technology, payments and transformation leader in UK financial services and FinTech. As CTO and Payments & Economic Crime Director at TSB Bank, he led a bank-wide transformation that brought technology and business leadership closer together. It simplified the cost base, accelerated delivery, reduced fraud, supported growth in payments, unified architecture and established the bank's AI Centre of Excellence.

He has built regulated banks from the ground up and shaped national infrastructure. As Group CTO at Orwell Group he conceived the ipagoo platform, the first cloud-first regulated EMI certified by the FCA and ACPR on AWS and Azure, live on the UK payment schemes in months and winner of the 2018 FIA Award. As Chief Architect for the Payment Systems Regulator he led the New Payments Architecture, and he has contributed to Bank of England, ISO 20022 and Open Banking committees.

Earlier roles include Director of Engineering at Metro Bank (Agile/SAFe at scale), Head of Regulatory Architecture at Lloyds Banking Group (a £250m+ portfolio spanning FSCS, CASS, payM and PSD2/Open Banking), CTO at Travelex and Chief Architect at JPMorgan. He founded Digital Transformation Advisory in 2019 and is writing a book on digital transformation in UK banking.
